Notice on Pre-boarding Closed-loop Health Management for Departing from Thailand to China

Dear passengers,

         For your health, pandemic prevention & control, and smooth flights to China. The closed-loop health management arrangements for all passengers of Bangkok-Shenzhen Flight ZH9004 on July 15, 2022 are hereby notified as follows (for arrangements of subsequent flights, notices will be separately issued in advance):

         I.Closed-loop Health Management Arrangements

         (I) In accordance with the policies of the Embassy of the People's Republic of China in Thailand (hereinafter referred to as "the Embassy"), the Chinese Embassy/Consulates in Thailand will adjust the COVID-19 test requirements for passengers departing from Thailand to China on and from June 2, 2022, canceling the nucleic acid tests and the relevant antibody blood tests respectively 14 days and 7 days before the flight.

         (II) Five days before boarding (by subtracting 5 days from the flight departure date), all passengers of this flight are required to come to check in at the quarantine hotel designated by Shenzhen Airlines between 11:00 and 18:00 on July 10, 2022 (5 days before the departure date July 15) for the closed-loop management, holding the negative report of PCR nucleic acid test from the agency designated by the embassy within 24 hours.

         (III) Shenzhen Airlines will arrange a nucleic acid test for all passengers 48 hours before the flight at the gate of the hotel 2 days before the flight.

         (IV) Shenzhen Airlines will arrange another nucleic acid test for all passengers 24 hours before the flight at the gate of the hotel 24 hours before the flight.

         (V) Shenzhen Airlines will arrange an antigen test for all passengers 12 hours before the flight at the gate of the hotel on the morning of July 15. Passengers with negative test results will take a shuttle bus arranged by the hotel to the airport for check-in.

         II.Designed Hotel for Closed-loop Health Management

         (I) Hotel name: Avani Atrium Bangkok Hotel, address: 1880 New Petchburi Road Bangkapi, Huay Kwang, Bangkok, Thailand, tel: +66 2 718 2000

         (II) Hotel rate: 1,300 THB per night for a single room, and 600 THB per person for three meals per day (including taxes and airport drop-off service, excluding the costs of nucleic acid tests and antigen tests).

         (III) Shenzhen Airlines will make unified arrangements for hotel rooms, so you do not have to book rooms yourselves.

         (IV) Please carry the following materials for check-in: 1. passport; 2. air ticket or flight itinerary to China; 3. Letter of Quarantine Certificate issued by a Chinese-funded enterprise (for employees of Chinese-funded enterprises) or other documents used for applying for a health code; 4. statement describing your specific situations, including the reasons for coming to Thailand and traveling to China, work permit and company certificate for foreigners (for foreigners who can travel to China without a visa in accordance with the mutual visa-exemption agreement signed between China and foreign countries, and those holding any of three categories of valid residence permits signed and issued by a Chinese public security bureau).

         (V) You need to pay the accommodation and meal fee for 6 days and 5 nights and sign the Commitment on Voluntary Closed-loop Health Management on the day of check-in. If you decide to terminate the closed-loop management voluntarily or if you are required to terminate the closed-loop management in that you violate relevant requirements or your nucleic acid test result is detected or inconclusive during the closed-loop management period, you could have your refund of the non-stay room rate only, and other expenses such as the meal fees charged in advance are not refundable.

         (VI) Please abide by local requirements and hotel requirements during your stay in the hotel. DO NOT leave your room, accept other passengers to exit your room, transfer any articles by any means, or book take-outs without prior notice during the quarantine. Otherwise, once verified, you will be deemed to abandon the journey and unable to take the flight, with all losses to be borne by yourself.

         III. Nucleic Acid Test Arrangement during Closed-loop Health Management

         (I) Shenzhen Airlines will engage a testing institution designated by the Embassy to take samples for passengers at the hotel.

         (II) The rate is 2,500 THB for a single nucleic acid test and 500 THB for an antigen test, subject to market changes.

         IV.Instructions for Closed-loop Health Management

         (I) The closed-loop health management is based on mutual willingness and cooperation. The hotel will not restrict the personal freedom of passengers. If you wish to end the closed-loop health management in advance for personal reasons, you can inform the hotel staff in advance and settle the incurred expenses with the hotel before leaving. You could have your refund of the non-stay room rate only, and other expenses such as the meal fees charged in advance are not refundable. Shenzhen Airlines considers that you have given up the flight voluntarily and will cancel your relevant flight reservation.

         (II) During the closed-loop health management period, the hotel management staff will thoroughly check the CCTV at the doors for the past 24 hours at a fixed time every day. If you are found to visit other passengers, go out, or get in contact with external personnel without prior notice, the closed-loop health management will be immediately terminated, and you should settle the incurred expenses with the hotel before leaving. You could have your refund of the non-stay room rate only and other expenses such as the meal fees charged in advance are not refundable. You may also be held accountable for any serious risks including cross-infection caused by your behaviors above mentioned.

         (III) During the closed-loop health management or before boarding, if you have a fever (≧37.3°C), dry cough, fatigue, sore throat, loss of smell (taste), diarrhea, or other symptoms, your nucleic acid test result is detected or inconclusive, or your antigen test is positive, you will be denied boarding in accordance with relevant epidemic prevention regulations. In this case, Shenzhen Airlines will provide you with free refund and change services for relevant tickets, but you have to assume any losses and closed-loop health management costs arising therefrom. Shenzhen Airlines assume no liability or responsibility for it.

         (IV) You are required to apply for a health code in accordance with the Embassy's relevant regulations provided that your last nucleic acid test result is negative and you comply with Shenzhen Airlines' regulations on closed-loop health management.

         (V) All expenses incurred during the closed-loop health management shall be borne by passengers themselves. Any disputes arising in this period shall be settled by the passengers and the hotel through negotiation. Shenzhen Airlines assume no liability or responsibility for it.

         (VI) All personal injury and property loss during the closed-loop health management shall be solved by the passengers and the hotel through negotiation. Shenzhen Airlines assume no liability or responsibility for it.

         (VII) If the Embassy adjusts the closed-loop health management policy during this period, passengers must abide by the adjusted policy.

         (VIII) The flight may be canceled due to any force majeure, such as a government shutdown or epidemic prevention & control, during the closed-loop management, causing passengers unable to take the flight as scheduled. In this case, Shenzhen Airlines will provide you with free refund and change services for relevant tickets in accordance with its current policies, but you have to assume the closed-loop management costs.

         (IX) If the nucleic acid test result is detected or inconclusive, or the antigen result is positive for any individual passenger, other passengers must cooperate with Shenzhen Airlines and the Embassy to check whether they have close contact with the passenger in question. If there is evidence of close contact, they will be disqualified for the flight. In this case, Shenzhen Airlines will provide you with free refund and change services for relevant tickets, but you have to assume any losses and closed-loop health management costs arising therefrom. Shenzhen Airlines assume no liability or responsibility for it.

         (X) Passengers must comply with the relevant epidemic prevention regulations of the local government and the hotel during the closed-loop health management.

         (XI) At the end of the closed-loop management in the hotel, all passengers will take a designated shuttle bus to the airport. From then on, you must wear a KN95/N95 (no valve) mask, and if possible, you are encouraged to wear protective clothing, a face mask (eye goggle), and medical gloves throughout your journey. Do not have meals in the terminal building. Shenzhen Airlines will vigorously check your compliance with epidemic prevention requirements and will have your reservation terminated if you violate any regulations.

         (XII) All consequences caused by any passenger's failure to comply with the regulations on closed-loop health management or their other reasons shall be borne by the passenger themselves.

         V.Other Important Notes

         (I) Employees of Chinese-funded enterprises

         For better pre-boarding closed-loop management, staff of Chinese-funded enterprises (including central, state-owned, and private enterprises) working in Thailand must undergo quarantine and closed-loop management 10 days (shortened from the previously 21 days) in advance, avoiding getting in contact with other persons. The relevant employer must issue a quarantine certificate for its employee who is planning to turn back to China and affix the official seal. The employee shall upload the certificate when applying for a health code. If it is found that any enterprise fails to go through a closed-loop quarantine as required, employees of this enterprise will be suspended when applying for the health code.          (II) China-bound passengers transiting in Thailand from a third country

         In accordance with the epidemic prevention and control requirements of the Chinese government, for any passenger entering Thailand from a third country, if there is no direct flight between the departure country and China, the Chinese Embassy/Consulates in Thailand will issue Health Codes for such passenger, provided that the passenger from a third country took a direct flight to Thailand, got the green Health Code issued by the Chinese Embassy/Consulates in the departure country, and have stayed in Thailand for at least 28 days after entry. The passenger may the pre-boarding test as required by Sub-clause (II), Cause II (without the need to take nucleic acid tests 14 and 7 days before departure, or the antibody test depending on their vaccination status).

         Special note: Chinese-bound passengers transiting in Thailand from a third country must truthfully submit their travel path, together with the complete passport sheet affixed by the departure stamp of the country before departure and the entry stamp of Thailand. Those having fraud or other illegal acts or uploading any other people's passports will be suspended when applying for the health code.

         (III) Passengers with a history of COVID-19 infection

         Passengers with a history of COVID-19 infection, including those who have been diagnosed with COVID-19 or who have tested positive for nucleic acid, should truthfully report their infection history and test results to the Chinese Embassy/Consulates and apply for the health code/health status statement according to the following requirements:

         1.Two negative nucleic acid test reports (indicating the sampling time respectively, and the interval between two tests shall be at least 24 hours) should be obtained from the testing institutions designated by the Chinese Embassy/Consulates in Thailand. No lung imaging examination is required.

         2.Pre-boarding tests shall be carried out as stated in Sub-clause (I), Clause II, 6 weeks after you obtained the above 2 reports (42 days from the later one of two sampling dates).

         Note: Some passengers may have been infected with COVID-19 or tested positive for a nucleic acid test but did not truthfully declare their history of COVID-19 infection.
